If Russia offered China a large technical payment, a user fee, a transaction cost then Russia could get the Chinese government to blather on with happy talk. After all, Beijing happy talk worked on the Americans!

Unity in Conflict: A Provocative View of the Tactics to Triumph
Very few people understand the Chinese (Maoist) idea of unity in conflict or Leninist provocations. This article itself is a provocation, an echo of the wolf warriors, which was a reaction against Trump. The Chinese author is trying to position himself for the case where Trump wins a second term. The author ought not bother: more will be revealed about the Trump crime family, not less.
Unity in conflict often means creating small pointless squabbles hoping to claw some small advantage therefrom as the price to end the struggle. The bane of contention is not the real objective, rather to gain some other marginal advantage. A long series of small wins in such pointless squabbles is thought to lead to a strategic advantage at low risk and low cost to the squabbler.
In reality:
1. China is fucking Russia in the ass, and will keep doing so, to get cheaper and cheaper oil and other raw materials too, and also to gain power over Central Asia, Mongolia, Korea. To me, that is really obvious, so I rarely bother pointing it out. Looks like "No limits no matter what" really means no condom no lube! Remember the old Chinese proverb: If you're getting raped you might as well lay back and enjoy it!
2. China will try, but fail, and knows it will fail, to weaken the USA in the Russian war on Ukraine. Knowing it will fail, absolutely everything negative they say about the USA in Ukraine is bullshit. Why? Why would China do that? Because a long series of low risk low cost pointless squabbles over battles one cannot win nonetheless can yield some small gain in the resolution of the struggle. "Making problems in order to solve them". Hey, it's better than simply killing each other!
3. Whatever China says about Israel and the Red Sea is also bullshit, bullshit aimed to try to increase Chinese diplomatic influence, positioning for eventualities (at a national, not individual level) and trying to get product to and from markets. The actual object of the pointless and or unwinnable bane of contention is not in fact the stated goal but some other goal usually a marginal gain. Usually, a gain in terms of trade.
The Chinese leadership knows full well it has a very good deal economically speaking and all you need to do to get them to shut their mouth is say something like
"He who rocks the boat must not be surprised if he winds up swimming in the waters".
That one is crystal clear, the boat is the CCP , the waters is the Chinese people, the 老百姓.
