China will Eat Russia’s Lunch
The Chinese attitude toward the war in Ukraine is sadly comprehensible. Russia was stupid enough to attack Ukraine. Ukraine was unable or unwilling to make some deal with Russia. Now China will try to pick up the pieces. This war was nothing China could then stop, but is something China can help to stop. “We Chinese eat everything” — including Russia’s lunch.
Security Dilemma: My Defense and Deterrence looks like Your Aggression!
It is to be expected that China and the USA prepare for the risks of a war in the East or South China seas, or even in the Indian Ocean, Persian Gulf, or Arabian Sea. Such conflicts are not desired, neither in Washington D.C. nor in Beijing P.R.C. Hopefully each side will correctly see the others’ preparations as detrrence, which they are, and devote greater efforts to anti-piracy, disaster relief, and rescue of migrants at sea as well as suppression of human trafficking via maritime routes.
I do not anticipate U.S.-China war because each side is clearly engaged in deterrence. Just like the USA imagines China might foolishly try to invade Taiwan, China — based on historical experiences with Japan and Britain — irrationally fears U.S. blockades of Chinese maritime trade or even of Chinese ports, possibly even including riverine operations. All those Chinese fears are unrealistic, yet reflect actual Chinese historical experiences during “the century of humiliation”. Recognizing and acknowledging the other side’s security concerns may improve relations. The USA has no intention to blockade China, interdict Chinese maritime routes, or overthrow the government in Beijing. China’s preparations to prevent such, while comprehensible given Chinese history, are misguided efforts to hunt down ghosts of history.
We should anticipate, unfortunately, that much of China’s merchant marine is dual-purpose capable. Most countries organize their merchant marine in that way. I would encourage China to devote more efforts to her merchant marine and fewer to the People’s Liberation Army’s Navy. I would also suggest the P.L.A.N. focus on disaster relief, humanitarian rescue, and anti-piracy operations as the way China can use Chinese resources to advance Chinese interests most effectively.

Collective security is one of the keys to peace. It is one link in the chain which binds countries peacefully. A series of partial solutions to the problems of war and peace will be taken up by Washington D.C. and Beijing PRC, even by the CCP to assure a pacific century of peace and prosperity for the planet.
I am not papering over the problems. This is not happy talk. It is in their mutual interest to come to terms. Expect constant conflict and constant compromise!
The risk of mutually reinforcing extremism which I warned of privately has passed, for now. Do not expect brinksmanship. Do expect occasional crises: by planning for crises we prevent and resolve them. Here, the fact there is a vast family of overseas Chinese living in the USA should help them surmount their mutual misapprehensions.
