STRATEGIC CONFIDENCE
A young beautiful brilliant Chinese communist expressed once their concerns to me about their own capacity, role, task and purpose. “Row the boat home.” In other words: each person, in their own ways, in their own place, can figure out the most effective ways to build a better world: a world without war, without hunger, where diseases rather than men are conquered. This raises the issue of strategic confidence.
Strategic confidence is knowing that one’s strategic objectives, no matter what, will in the end obtain. From Day One of Russia’s horrible, vile, evil, great leap backward I knew the crypto-fascists in Moscow would lose. But at what cost? And how? This raises the issue of tactical confidence.
Tactical confidence arises out of effective leadership, good training, reliable equipment, and motivation. I am and have always been tactically confident in Ukrainians.
The coordination of conflicting and competing strategic rivals to attain their commonly desired goals is central to persuasive peacemaking. To coordinate such conflicts, Confucius built a new philosophy. He sought to set the example, to marshal unquestionably legitimate institutions, notably family, in order to describe and inculcate moral relationships so as to attain military ends. The pacification, not conquest let alone destruction, of the rival Chinese states of his era, the Warring States Period: a life chain. Perhaps you too should venerate your ancestors.
Master Kong is an example of the problems of coordination and control of competition and conflict among peer countries forced by blood, trade ties, and geography, into close contact, like it or not.
This however is not exactly today’s problem. Today, relations between rivals are possible because of technology, but they are not necessary, inevitable, unavoidable. China, the USA, or both, could choose autarchy, isolation. They interact out of their mutual desire for wealth through trade and production rather than predation.
This explains why I have strategic confidence not only in the victory of Ukraine, but also in the conflicted emergence and convergence of these great rivals: there will be a grand pacific century, but its emergence, like Ukraine’s victory, is still in works.
I have tactical confidence in Ukrainians. I require your strategic confidence: to attract it I must persuade you that my ideas are better structured, mutually consistent or, better, mutually reinforcing, and that my ideas will help you achieve what you yourself already desire.
My strategic confidence grows from tactical confidence. My tactical confidence grows from education, training, motivation of me and mine. We marshall the tactically confident by our own example and their own tactical capacity to believe in our strategy. Their tactical confidence enables our strategic confidence.
