Some episodes are dubbed into English, with subtitles in French and English in some episodes: soft subs in some hard subs in others. Anything subtitled into a foreign language is already China “reaching out”. Dubbed is even rarer and more clearly signals the desire to advance Chinese culture and influence into the world. However, “mistranslations” are not. China uses such “errors” to signal. The various translations, dubbings, and subtitling do have political implications.
ANALYSIS
Apologetica:
China is in theory and practice totalitarian. The Chinese state has total control of all aspects of life, including the "private" aspects like family (e.g. the current 3 child policy).
Yet, knowing the support and legitimacy of the Chinese Communist Party (CCP) is at times more than questionable, the Chinese Communist Party exercises its total powers sparingly.
For example, in 1989 at the Tiananmen Square protests the CCP shot a lot of people dead. However, having seen the backlash from Tiananmen, in the recent Hong Kong protests China did not use overt mass deadly force. Instead, the rebellious students were constrained with reduced career options, tear gas, fines, prison time, and maybe torture — but anything violent was behind the scenes, individual, not a deadly mass murder in public. China is a totalitarian people's dictatorship, which thus seeks legitimation by provision of public goods to the masses. To prevent a revolution the well-being of ordinary Chinese people is a, perhaps even the, central task for the CCP.
Westerners want democracy in China. The CCP also wants that — to stay in power. So when China actually gets democracy and it turns out to empower Chinese nationalism or even ultra nationalism expect the Westerners to whine and moan mightily!
So, China "can't win for losing": it's a dictatorship, and even totalitarian, but wants to be better, which is why we tolerate(d) their efforts to outgrow their own self-imposed mal-governance. I am 100% certain as China grows more powerful, more democratic, more liberal in expression, in a word — more efficient — all those white people will flip from "Chinese can only copy " "all their goods are shoddy" into their usual savage "they are evil" "godless" "pagans" eat cats, smell bad, dirty, poor, corrupt, and any other insult. I could list similar calumnies directed by Europeans against Jews.
Whites’ xenophobia results from jealousy and stupidity in the face of an intelligent prosperous alien race, a strange religion, a different culture. Though, I exaggerate the Jew-Christian Jew-European split to make it clear and to bring out how vile racists really are.
China is a totalitarian dictatorship. That is a less effective way to govern: rigid, unstable, at times terribly violent. Despite that fact, the CCP does not garner my wrath because of the Chinese people, their culture, and their government’s proven capacity and continued desire to self-reform. All the people whining about Chinese governance today are ignoring or ignorant of what China used to be: it was horrible! China today is so much better than it was, and it would be stupid to throw all that away. It’s not that I hate liberalism and love dictatorship. I hate dictatorship and liberalism.
China is not paradise or perfect but could be and was far worse. The proper comparitor for contemporary China, if not war-lord China or revolutionary China, is ...India. China is 10x richer than India per capita. How did that happen, hm?
Liberalism:
I am not a liberal. In fact, i'm an authoritarian (not totalitarian) and hate liberalism. Those facts positions me well to help a totalitarian dictatorship transform itself into an authoritarian democracy: even though I know you will hate a truly democratic nationalist China. Despite my reflexive hatred for liberalism’s hypocrisy and illusory weak-willed laxity, some liberal policies are inevitable because compelling others all the time is not easy or effective. Moreover, SOME liberal policies are in fact more efficient, notably the economic ones. So, when Fukuyama thinks we reached the end of history, the goal and purpose of the march of mankind, Fukuyama is mostly wrong. But Fukuyama is also right in this sense: certain policies and ideas (some, NOT all) of liberalism proved to be more effective. So they will inevitably be taken up.
Singapore is a great example of how an authoritarian (not totalitarian) society can navigate through to the liberals' correct policies while not shitting the bed with liberalism’s anything goes freedumb. Deng Xiaoping gambled that totalitarian China could turn into a giant authoritarian Singapore. And I think he was right! China’s path isn't "dictatorship to democracy" it's "totalitarian to authoritarian". However, the CCP doesn't know for sure if it can get from totalitarian to authoritarian, (it can) or how to get to democracy, which it also can and will do. Though, along the way, all these idiot westerners want the Chinese to shit their own bed up (too!) so they will have a level playing field — for the nation of overfed drug addicts.
It is desirable and possible to transform China into an authoritarian people's democracy with the rule of law. However, Niall Ferguson will whine and bitch about that — all the way to the bank — without understanding that he is fundamentally self-destructive to Western liberal democracy, the undoing of the liberalism he seeks to serve. The answer to drugs and guns and obesity isn’t more liberalism and blame China. The answer is: nationalism and authoritarianism. Decadent liberalism destroys democracy by deligitimating state power, fostering constant conflict, and badmouthing nationalism — because liberals are elitist snobs. Their liberality is really a disguised authoritarianism, with invisible barriers and tight lipped gate-keepers: and they hate to see it collapse about their ears.

The Shape of Things To Come:
China is a hopeful monster, a totalitarian people's dictatorship, which wants to become an authoritarian people's democracy; a state capitalist mercantilist ethno-state — which is nonetheless deeply integrated into global trade and investment. These conditions mean China will oust western investors and businesses. They will also drive china into conflicts with the USA which China cannot win, most notably Taiwan. Rather than luring China into such conflicts, which would pointlessly kill many people, prudent productive Western policy would use unequivocal and clear deterrent force to prevent such war by making it entirely clear that China would lose, why it would lose, and that the consequences of losing a war in Taiwan would be the overthrow of the Chinese Communist Party by internal coup or revolution. Don’t believe me? Ask the Galtieri family about its fortunes after the Falklands war. The outcomes I obtain will be cheaper than other paths and you like money. Dead workers produce nothing. So do as I suggest: I will obtain desired outcomes, but at what costs? I want the costs in blood as low as possible, and even wish to spare wealth while at it.
China's culture is powerfully attractive and has many good aspects. You should absolutely learn Chinese and cultivate their good aspects in yourselves while actually understanding flaws (like you’re so perfect) to correct flaws (yours and theirs). Whether the new silk road/belt and road initiative/maritime silk road foreign policy will work out or not is yet to be seen. People like wealth so it probably will: economic containment is extremely difficult to obtain, just ask Napoleon about Russia. I expect China will be militarily contained within the first island chain. People fear death so China probably will be militarily contained. Why die for Taiwan when you’re getting rich from San Francisco, L.A., and the 10th-11th arrondissement of Paris? 有唐人街啊!
I plan to advocate for a form of neo isolationism and non-interventionism for Chinese and American foreign policy. Succeeding at that in both is possible: each has a long history of isolationism. Succeeding at it in only one would likely prevent world war three. I also advocate a robust economism for Europe. I expect these ideas to be acceptable in D.C., Brussels, and Beijing. Persuasive attractive ideas garner compliance, emulation, and replication.

Arestovych:
Arestovych is wrong, but useful, and part of the useful is his structured accurate exposition of others’ ideas. This doesn’t mean parts, even much, of Arestovych’s vision won’t be realized. But it does mean those ideas of Arestovych which wind up implemented will not be realized exactly as he envisions. It is evident to me that Ukraine will join NATO and the EU — after Russia is defeated, and likely in that order. The next video is a must-see for the exposition of other competing ideas rather than for advocacy of Arestovych’s ideas. Its not that Arestovych is so terribly wrong, just that others with more power and influence will use his ideas to further their agenda. the more economic cooperation China gets from Europe or the USA, the more China will cooperate with Europe or the USA regarding the horrific war Russia has inflicted on China’s belt and road trading partner. Before Russia’s little smash-and-grab rape festival China was Ukraine’s largest export partner. War is bad for business. Your Chinese counterparts can’t understand you because you claim to want commerce for peace and when you get that you still complain. They even put it in English for your benefit. Almost as if the Chinese actually mean it when they say they want to end extreme poverty world-wide.
Because Global Times and People’s Daily are China’s leading publications I don’t often cite them. You might distrust their official media. But how do they regard your official media? Learn Chinese.
