It helps greatly when you speak your counterpart’s language, know their ideology, and can explain what you need, what you want, what you can and cannot do in their own language. Humility and respect also help greatly. This is one of the reasons I hate liberals know-it-all-snide-arrogance. It’s one of the ways liberals hurt themselves.

Russia will falsely claim U.S. or U.K. or French or Ukrainian involvement, also space aliens, and of course the Vatican. Really. The objective isn't to convince you of the falsehood, the objective is to convince you that what is in fact the truth might not be. Once you decide you are willing to lie cheat steal and kill to try to get your way making crazy claims like "The Tajiks were really martians who were part of Elon Musk's secret Jewish space army" become small potatos.
I expect many of the actual terrorists have already been quietly killed, and that those who were stupid enough to get captured and tortured will very likely "commit suicide" or have "fatal accidents" and "sudden unexpected fatal illnesses". That's how the mafia state rolls.
