Federalist 10 definitely opposed factionalism and the problem of political parties seizing state power and then using it to benefit their cronies was well known by the U.S. leaders and most ordinary people too. Neither JA nor TJ, so far as I am aware, were seeking to institute a party-political state. Since none of the anglo-american countries are party political states you may not know, that is a country where only legally approved parties can hold state power. I do not think JA or TJ were seeking to permanently freeze out opposing parties or to permanently install their own party as the sole or dominant party of governance.
